#768 Add Dockerfile for building ROCm-based Strata Docker images

Repo's original Dockerfile adapted to build ROCm-based Strata Docker images.

The base image is pinned to ```rocm/dev-ubuntu-24.04:7.2.4-complete``` since that version has the most prepackaged hipBLASLt tables (v1.2.2, 100202). But I have also verified the build against ```rocm/dev-ubuntu-26.04:7.14.1-full``` and ```rocm/dev-ubuntu-26.04:10.0.0-full```. I personally find ROCm 10.0.0 to be the most performant of the three, but YMMV.

Like the original CUDA Dockerfile, the ROCm Dockerfile also makes a fat build by default, targeting the four verified architectures listed in AMD_HIP.md (gfx1100, gfx1101, gfx1200, gfx1201). Users can modify the Dockerfile to add other architectures (e.g. gfx1030), or trim it to just what they need.
