#3390 [Other] Add Fedora 44 CUDA setup support

## Problem and result
Fedora 44 isn't supported right now by the setup.sh script. Furthermore, just using fedora default setup, the required cuda >= 13.0 isn't fulfilled (12.9 current latest). This patch fixes the setup.sh script to fully support Fedora 44 for automatic installation of Strata

## Validation
Tested on two different Fedora 44 setups.

**Passed:**
./setup.sh

**Failed:**
none observed

**Not run:**
HIP, SYCL or Metal builds not verified. Update is strict for CUDA support.
