#3415 [Engine] RX 7800 XT not detected by HIP backend during model loading — No ROCm-capable device detected

Hi,

I'm experiencing an issue when loading the gyro-gyro-s model in Strata. The engine starts, but it reports that no ROCm-capable device is detected when attempting to place the native embedding in VRAM.

This is a fresh Strata installation performed using the Strata-0.2.1-windows-hip-rdna3.exe installer. My GPU has the latest available graphics driver and BIOS. The issue occurs during model loading.

Steps to reproduce

Download and install Strata using Strata-0.2.1-windows-hip-rdna3.exe.
Launch Strata and select the gyro-gyro-s pack.
Start loading the model.
The engine reports that no ROCm-capable device is detected.

Expected behavior

Strata should detect the AMD Radeon RX 7800 XT and successfully load the model, including placing the native embedding in VRAM.

Actual behavior

The engine reports that no ROCm-capable device is detected and cannot place the 497 MiB native embedding in VRAM.

Additional observations

The memory guard reports 45.3 GiB of available system memory at startup.

The PCIe probe fails and falls back to the default pcie_frac value of 0.55.

The engine cannot pin the 497 MiB native embedding because no ROCm-capable device is detected.

These messages suggest a possible GPU detection or HIP backend initialization issue, although the exact cause of the failure is not yet confirmed.
