#3490 (Close me - it's working but slooooow) 0.2 strata launch - Tuning hangs on 4% with "Waiting for memory to be freed..."

Tuning needs more frequent status update. Now it updates estimated time once a half an hour. Only slight CPU and disk write activity give a glimps that the process is alive.

Running strata launch.
It has successfully found my already loaded model and updated an engine to 
But when it runs Tuning it gets to "measurement 1 of 26" and displays "4% Waiting for memory to be freed before trying Keep more of the conversation in graphics memory".
nvtop shows no GPU activity and only about 900MB of VRAM used by Gnome, Chrome and some other tools.
First stage of tuning is passed: Default settings 77 token/s.
RTX 4090 48GB mod and 64GB RAM.
Ubuntu 26.04.
CUDA 13

Later after stop/start of strata launch it showed "Waiting for memory.... trying Run the control thread on the last CPU core".
