#2942 [Feature]: Optional rootless Apple Silicon Monitor sensors

### What do you want to do?

Show Apple Silicon GPU temperature, GPU power and GPU clock in the web Monitor without running Strata or powermetrics as root. The PCIe card should show a useful platform-specific measurement, and shared-memory allocations should be labeled clearly.

This extends the basic IORegistry GPU load/memory work in #2360. The existing macOS reader remains the default; the additional sensors can be opt-in through `STRATA_MACOS_TELEMETRY=1`, using the optional `macmon` helper. Missing or stale sensors should stay unavailable rather than appearing as zero.

The implementation has been verified on an M3 Pro with macmon 0.10.0. It adds Python telemetry and dashboard support, with no native engine or build changes.
