Strata 0.1.45 fails to compile with CUDA 12.1 / sm_86.

q36_engine.cu:1659:
error: calling __device__ function "__half_as_ushort(__half)"
from __host__ function "verify_q8" is not allowed.

System:
CUDA 12.1
GPU architecture: sm_86
Previous engine 0.1.44.1 still works.
