#3660 [ENGINE] Slow/malfunctioning strata using the new CLI version

Description

Title is quite self explanatory:

PC:
CPU: AMD Ryzen 9 7950X 4.5 GHz 16-Core Processor
Memory: Kingston FURY Beast RGB 64 GB (2 x 32 GB) DDR5-5600 CL40 Memory
Storage: Crucial P5 Plus 1 TB M.2-2280 PCIe 4.0 X4 NVME Solid State Drive
Video Card: RTX 5090 32 GB 

On my rig, the old strata version (prior to the CLI tool) ran QFN 3.8 NVFP4 at around 80 t/s. The new tool, even after doing the 2hrs tuning, serves in a way that it doesn't work properly: OMP got stuck 3 minutes after I said "hi" in chat and whenever i get a reply back, it's a mere 35 t/s (not acceptable on a 5090).

On top of this, it doesn't work OOTB, I had to manually copy a file from the repo called calibrate.py.
