#3460 [Engine] Windows App fails to launch large models with error "Runtime directory must be owner-only (mode 0700)

App Version: Strata Desktop App 0.2.1 (Engine 0.1.46)

Issue: When trying to load/launch a large model (e.g., Qwen 3.6), the App shows the error: Runtime directory must be owner-only (mode 0700).

Details:

The error happens during the engine initialization phase, so no log file is generated (checked in AppData\Local\Strata\install).
It seems the engine mistakenly enforces Unix POSIX 0700 permissions on a Windows directory (C:\Users\...\Programs\Strata\control), which is not supported by NTFS.
File permissions and folder ownership have been manually set to "Full Control" for the current user, but the error persists.
