#3434 [GUI] Add option to enable local network by default

Description

Right now every time I launch Strata I have to manually click "Share" for the local network just to share the model. Add an option to have this enabled when Strata is first launched (if token is set) so the user doesn't have to start this manually every time.

Using Ubuntu 26, dual rtx 3090s, 128 GB ram.
