#712 Fix Windows AMD telemetry and add optional Arabic UI

描述

Windows AMD users currently see blank GPU load, VRAM, temperature, power and PCIe cards because the AMD telemetry reader only supports Linux sysfs. This change adds a read-only ADL reader for Windows and an optional Arabic interface while keeping English as the default.

- Read GPU utilization, WDDM dedicated VRAM usage, edge temperature, board power (ASIC power fallback), and PCIe generation/width from the AMD driver. Match HIP device indices to ADL adapters by PCI address and release ADL contexts after one-off memory queries. Unsupported sensors remain absent; PCIe throughput is not available through this reader.
- Add English/Arabic selectors to the main app and API Monitor, browser-local persistence, translated labels and status messages, and RTL layout. Messages follow their own text direction; code and API addresses remain LTR. Switching language preserves drafts, sampling values and active requests, without changing API protocol values or model prompts.
- Add ADL regression tests, a Playwright interface test, and documentation.

Validation:
- 18 tests passed: `python -m unittest serve.test_amd_windows serve.test_server.AmdTelemetry serve.test_monitor -q`.
- JavaScript syntax checks passed for `app.js`, `monitor.js`, and `i18n.js`.
- Playwright checks passed for English defaults, Arabic/RTL, persistence, language switching during an active request, unchanged request content and API values, code direction, API Monitor, mobile layout, and unavailable browser storage.
- Verified live ADL readings and the `/metrics` payload on Windows with an AMD Radeon RX 9070 XT; visually checked the Arabic dashboard at desktop and mobile widths.
