#449 fix: fall back when ROCm development files are missing

## Summary\n- detect the HIP development files required by the engine build\n- fall back to TheRock wheels when a runtime-only system ROCm is present\n- add coverage for the development-file check\n\nFixes #446\n\n## Verification\n- git diff --check\n- unittest not run: Python is unavailable in this environment
