#3211 [GUI] Strata 0.2.0-beta - Monitor defaults to "all GPUs" instead of "assigned GPUs"

As of now, the monitor-page of the new app always resets the GPU-selection back to "All GPUs". Ideally, this would simply save the last known user choice, but as a default "All GPUs" is less useful than "Assigned GPUs" (at least for single-model usage).

I'm running a ryzen 7 9800x3D with 128GB RAM, a 4080 and a 3060 (12GB) under Linux / CachyOS, I'm using Strata 0.2.0-beta
