#2927 test(cpu): cover rotated IQ groups and down-row parity

Adds rotated-group and IQ4_NL down-row parity checks requested in #1818. Tests only; dispatch defaults unchanged.

Validated on v0.1.45 main (`477ac13c`): 5/5 CTests pass on Xeon E5-2697 v3 (AVX2) and Ryzen 5 7600X3D (AVX-512), including `STRATA_IQ_MT_MIN=1`, forced AVX2 and ggml controls.

Run: `ctest --test-dir build -R '^iq_avx2_parity' --output-on-failure`.
