#2002 sycl setup: name the Arc Pro B65 (8086:e222) in the Intel id table

Description

**What it changes:** one entry in `INTEL_ARC` in `sycl/setup_intel.py`: `"e222": ("Arc Pro B65", 32.0)`, plus a test in `tools/test_setup_sycl.py` in the same form as the B60 `e211` one.

**Why:** the Arc Pro B65 (32 GB) reports PCI id `8086:e222`. It is not in the table, so setup cannot name it and has to read its VRAM from the BAR size. lspci's database labels this card "Battlemage G21", but that label is wrong: the GPU IP is 20.2.0, the same as the B70, and the engine builds and runs with `STRATA_SYCL_AOT=bmg-g31`.

**What it leaves alone:** the engine, the CUDA and HIP paths, and every other id. No other file reads the table.

**How it was checked:**
- `python tools/test_setup_sycl.py`: 18 tests pass. The new test fails on main without the entry.
- On one Arc Pro B65 (xe driver, Ubuntu 24.04 container, oneAPI 2026.1), a SYCL engine built for `bmg-g31` has served Swift 1.5 IQ3_S daily since 0.1.41. The engine does not read this table; the entry only affects setup.

**Not tested:** a full `setup.sh` run of 0.1.43 on the B65, and two-card B65 setups. Issue #1302 is a separate two-card B65 report on 0.1.40.
