#1812 build: link CUDA MMQ target to the CUDA driver API

Description

## Summary

Link `strata_mmq` against `CUDA::cuda_driver` so final consumers receive GGML's CUDA driver API dependency, including `cuGetErrorString` used by CUDA error reporting.

## Validation

- `git diff --check`
- Fresh CUDA 13.2 build on an RTX PRO 6000 Blackwell host (`CMAKE_CUDA_ARCHITECTURES=120`, `STRATA_MMQ_KQUANTS=ON`): all 260 build steps passed, including `strata_mmq` and the `strata` executable.
