#3131 Native (Non-Docker) Build issues

& /work/... Paths in sycl/setup_intel.py + sycl/serve/strata-sycl.sh
When building build-sycl-aot/strata natively on the host with oneAPI (icpx + oneMKL) without Docker:

sycl/setup_intel.py still writes Docker mount paths (/work/Strata-data/... and /work/Strata/...) into strata-unsloth-ud-iq4_xs.json instead of the host's sycl_root (/mnt/models/...).

sycl/serve/strata-sycl.sh invokes docker run ... strata-sycl-dev rather than falling back to $ROOT/build-sycl-aot/strata when a native binary is already present on the host.

Replacing strata-sycl.sh with a native wrapper that rewrites /work/ -> $SYCL_ROOT/ and exports STRATA_EXPERT_SPLIT=1 and STRATA_QFUSE=0 allows native execution without Docker.
