Description

### Summary

I'm troubleshooting an issue with Strata on an AMD Radeon RX 9070 XT under Windows. I've tried several environment-variable changes, adjusted the VRAM reserve, disabled HIPBLASLt-related settings, and replaced the bundled amdhip64_7.dll with the copy from C:\Windows\System32.

The issue remains unresolved after these troubleshooting attempts.

I'm sharing the hardware configuration and changes tested to help determine whether this is related to the Windows HIP backend, HIPBLASLt, VRAM allocation, or a runtime DLL compatibility issue.

### System Configuration

9070 XT with 9800X3D & 64 GB of DDR5 / 6400. Driver version: 26.9.2 at Strata 0.1.45

### Troubleshooting performed

1. Removed HIPBLASLt tuning

Removed the HIPBLASLt tuning setting from the environment configuration to test whether the tuning path was contributing to the problem.

2. Changed the VRAM reserve

Tested different values for --vram-reserve-mib:

2048

1536

The purpose was to test whether changing the amount of VRAM reserved for the engine would affect the issue.

3. Disabled HIPBLASLt-related settings

Added the following environment parameters:

{
  "ROCBLAS_USE_HIPBLASLT": "0",
  "STRATA_HIPBLASLT": "0",
  "STRATA_GFX12_DEFAULTS": "0"
}

These settings were tested to see whether disabling HIPBLASLt-related paths and GFX12-specific defaults would change the behavior.

4. Increased workspace stack sizes and enabled WDDM budget handling

Added the following environment parameters:

{
  "ROCBLAS_WORKSPACE_STACK_SIZE": "33554432",
  "HIPBLASLT_WORKSPACE_STACK_SIZE": "33554432",
  "STRATA_WDDM_BUDGET": "1"
}

These changes were tested to investigate whether workspace allocation or Windows GPU memory-budget handling was contributing to the problem.

5. Replaced the bundled HIP runtime DLL

Replaced:

Strata-main\engine\amdhip64_7.dll

with the copy located at:

C:\Windows\System32\amdhip64_7.dll

This was tested to check whether the bundled HIP runtime DLL was involved.

### Current status

The above configuration changes and troubleshooting steps have been attempted, but the issue is not yet resolved.

I have not established which setting, if any, affects the underlying cause.

Log attached.
