#3096 [BUG] Windows bech.bat error 0.1.45

Description

# What happened

Starting bench.bat in 0.1.45 same in version 0.1.43: `bench.bat`
When the benchmark starts running, the following error appears.

Even explicitly setting the port via the command `--port 8080` results in the same error.
