#423 INTEL B70 32gb support

Hello, 
I've burned through my fable-opus credits to get to the point of this pr (not required) but i thought I'd share.  I tried to make a pr that is non-invasive to your codebase.   Hopefully this will help intel people out there.  Basically your kernels in sycl form with lots of me testing to fit the b70 to make sure it works at all.  Ill keep updating as your branch updates with optimizations.  I just thought I'd share.
