#3004 bench: add RX 6700 XT 12 GB official v0.1.45 measurements

Add official Strata v0.1.45 speed measurements for a Radeon RX 6700 XT 12 GB / Ryzen 5 3600 / 32 GB RAM system using native HIP gfx1031.

Includes ten runs across five configurations: two primary models at 32K/64K allocation and three supplemental quant variants at 64K/80K. Each run retains the original upstream README.md and results.json byte-for-byte, plus source/model pins, reproduction notes and SHA-256 verification.

Only unmodified upstream benchmark-tool measurements are included. No custom benchmark scores or engine changes. Q3 GGUF metadata compatibility copies are explicitly disclosed, with verified unchanged tensor bytes. Two-client tests queue on one slot; requested Qwen MTP produced no drafts. No correctness or hardware-only speedup claim is made.

Validation: 20 original output files verified byte-identical; all runs identify tools/strata_bench.py with three repetitions; package checked for private addresses/paths and custom-score artifacts. Review ORIGINAL_OUTPUT_VERIFICATION.json and SHA256SUMS.
