#2611 sycl: strata-sycl.sh passes EnableRecoverablePageFaults on to the container, 0 included (#2157)

**What it changes.** `sycl/serve/strata-sycl.sh` (the Docker launcher `setup.py --backend sycl` installs, via `sycl/setup_intel.py`) forwards a fixed set of variables into the container and drops any value of `0` (for the engine's switches, 0 means "not set"). #2157's fix for a lost Arc card is `NEOReadDebugKeys=1` with `EnableRecoverablePageFaults=0` in the engine's environment (2 of 3 runs lost the card without, 0 of 4 with, on the reporter's 2x Arc Pro B70); the second key never reached a setup install: its name was not on the list, and its value is 0. Now `EnableRecoverablePageFaults` is forwarded with any non-empty value, 0 included. The docs side is #2602.

**What it leaves alone.** Every other variable is forwarded or dropped exactly as before (the old zero rule is unchanged in the `else` branch), and setup does not write the key into the config; a user adds it to `"env"` by hand.

**How it was checked.** Not run on Intel hardware (there is none here). `bash -n` and `shellcheck` (clean, as before). A dry run of the old and the new script with a stub `docker` on `PATH` that prints the `-e` arguments:
