#2136 setup: reject conflicting --calibrate options (#2036)

Description

Fixes #2036.

## Summary
Reject incompatible `--calibrate` options instead of silently performing ordinary setup.

## Changes
- Reject `--calibrate` combined with `--model`, `--family`, `--setup`, or `--check`.
- Show a clear argparse error and exit status 2 before setup side effects.
- Add regression tests covering all four conflicting combinations.

Standalone calibration and the separately delegated SYCL setup path are unchanged.

## Validation
- Ubuntu / Python 3.12: **16/16 regression tests passed**.
- Tested file contents match this PR branch.
- No GPU hardware testing was performed.
