#1130 Windows: apply commit limits after allocation failure

Description

This is a follow-up PR. For some reason, only the first commit of the original #749 was merged.
Therefore, the upstream lost part of its backward compatibility.

It currently caps the allocation based on available commit capacity, even when a system-managed page file could grow to satisfy a larger allocation

This PR delivers the fix. Check the original PR thread for more info.
