#3256 [Engine] 0.2.0 gpu priority is not working

Description

Hi,

Running 2x RTX3060. Device 0 on slow pcie lane.
The 0.2.0 disregards  "gpu": [1,0] + "gpu_order": "as_given" in json and reverts to "gpu": [0,1] 
This kills my speed as it offloads most compute to the slowest GPU.

Experimentally, 0.20 accepts in the setup "--gpu", "1,0" on args level, which seems to override "gpu" values.
