Description
### What happened On this PC, Flash-Next IQ3_S still starts. Choosing **Qwen3.6-35B-A3B** in setup (the menu line marked `[new]`) gets through the Python packages and then stops. The last setup line before the dialogs is: ```text cmake, ninja, pillow, psutil already installed ``` Windows then shows two `strata.exe` dialogs, one after the other: - `libhipblaslt.dll` was not found. Reinstalling the program may fix this problem. - `hipblas.dll` was not found. Reinstalling the program may fix this problem. Both files are already in `engine\rocm\bin`. They are not next to `strata.exe`. Setup leaves them there on purpose and puts `rocm\bin` on `PATH` for `strata-device.exe --list-devices`. The Qwen3.6 step does not. `engine_families()` in `setup.py` runs: ```python subprocess.run([str(eng / EXE), "--families"], capture_output=True, text=True, timeout=60) ``` with no `env`. This engine's `strata.exe` imports `hipblas.dll` and `libhipblaslt.dll` directly, so the Windows loader asks for them before `main`. Dismissing both dialogs leaves `--families` with no output. Setup then stops with "this engine does not run Qwen3.6-35B-A3B yet" and suggests updating or compiling. The engine is already 0.1.44.1. `hip_devices()` already builds that `PATH` for the device probe. The same prefix on the `--families` launch should be enough. ### Version, GPU, OS Strata setup that requires engine 0.1.44.1, prebuilt `strata-windows-x64-hip` (BUILD.json: 0.1.44.1, hip, rocm 10.2.0a20260930, hipBLASLt 100500, gfx1100 included). AMD Radeon RX 7900 XT (gfx1100), Ryzen 7 9800X3D, 96 GB RAM, Windows 11 Pro 10.0.26300.
