#1299 AMD vison encoder on Windows

Description

Hey, I'm no coder but I got the strata-vision encoder working with ROCm 10 under windows. I have no idea how to do a PR so I'll just drop my patches here.

It works fine with 1024 tokens on cpu. On gpu it also works but that'll cost half of decode speed on my system so I keep it on cpu.

Just my little contribution to Windows users with an AMD gpu who want vision.
